Well, Lady Bertram is not very motherly, but she sets rules and expects to be obeyed; so far she is a "mother". Lady Bertram is the only female character available for that role, insofar as the actual mother is miles away.

And I agree with you as regards Aunt Norris, she is more likely to be good kind-of-"Cinderella's stepmother". ;-)
