I think he was willing to propose, he wouldn't had done it if he didn't. On the other hand he knew he shouldn't be making such proposal, she being so inferior and with such horrible connexions. He had mixed feelings and mixed emotions, that is why he made a mess of it!
Here is this man who is "violently in love" with a woman, who has finally surrendered to the fact that his brain cannot control his heart (was it Descartes that said "the heart has reasons that the reason does not know about"; that would be quite on purpose here) but is still aware of certain disagreeable facts concerning the lady, would you expect him to come out with a proper and serene proposal?
I think fight a lot with himself before going to the rectory to find her there, but when he set out from from Rosings he was determined to asked her to marry him. Otherwise he would not have gone.
BTW this post is a bit of a mess itself. I hope you undestand it!
