I think it is 100% sarcasm, though given Mr. Bennet's knowledge of his wife intelligence, it is not intended to harm her. He is sure to know that any double entendre or witticism would be wasted on her!

I believe that his love for Elizabeth is derived also from the fact that she understands that kind of remarks.
