The second absurdity only kicks in, if the point is to discourage girls from thinking a lot about their appearance. It's this (and I can tell you this from experience, since my own hair is naturally curly --naturally in the sense of "Naturally, my hair curls since I got it permed."): the easiest thing you can do with curly hair is to let it curl. If you were truly encouraging a girl with curly hair not to think about her appearance, you'd just let the hair rip. Trying to flatten out curly hair demands quite a lot of energy and attention paid to one's appearance. I remember women ironing their curly hair in the late 60's.

is this something women know about - or at least women with curly hair? if so, i think you've shed at least some light on the situation. i see that miss t could be smiling at how utterly stupid mr. b is.
but what surprised and puzzled me about the passage is that the narrative seemed to indicate some appearance of prurience on mr. b's part, and that miss t was smiling at the absurdity of it. there seemed to be some significance to the unique wording "he scrutinized the reverse of these living medals for five minutes...". it didn't seem consistent that miss t would smile in such a dire situation. and i couldn't imagine that one would imagine anyone being aroused by the sight of the older girls in plain "brown dresses, made high", with "woollen stockings and country-made shoes", that "gave an air of oddity even to the prettiest". oh well, i guess the whole scene was supposed to be silly in a sad sort of way.
