Considering it was Aunt Norris' idea to start with, in bringing Fanny Price (or any one of the numerous Prices') to the Bertrams, could she have subsequently 'regretted' this move as it gave Miss Price the priviledge of being brought up in the style of a Bertram, with all the comforts and without the expense of the lifestyle. By that time, I think Aunt Norris was desperate for any acknowledgement of her 'generousity' and wanted Fanny to show gratitude to her. Besides Lady Bertram was so 'slack' that it was relatively easy for Aunt Norris to assume the responsibility of the person incharge.
