Actually, I think she meant for him to be bad all along. It seems to me that she was trying to see how many people she could fool into thinking Henry had reformed before showing once and for all that he really hadn't.
Henry=temptation. It looks reaaaalllly good sometimes, even when it really isn't. Fanny stuck to what she knew and was proved right in the long run. Good for her!
