It's from a photograph of a sign that hung at a fundraiser during the campaign last year -- the best idea for an event I ever heard of. It seems a lot of red-haired women happened to be working in the campaign, so they had a "Redheads for O'Bannon" night at an Indianapolis hair salon. $75 bucks to get in and have your hair turned red...
I imagine that part of the proceeds went to the campaign? :-) What a clever hook. The campaign manager must have a pretty good sense of humor.
