I think it is mostly this one. Frank is secure in the love of Jane, but at this point Mr. Knightley does not think that he can ever be anything more than a brother in Emma's eyes. Frank has won his heart's love, and did so rather easily, while Knightley must still strive to win the woman he loves. That's why he is jealous.
