I've always seen John as a foil to George - making the elder Knightley seem kinder, friendlier, and more cheerful despite his quibbling with Emma. He's also a device to put us off the scent of George's feelings for Emma, in verbalizing Elton's intents so his older brother doesn't have to. Plus, he's just funny.
