No, but it's been tried. Trouble is, most people don't have a specific time when they chat, and most of us are lucky enough to live relatively close, timewise, to other chatters who keep similar schedules. You have the bad fortune to live in a time zone completely off-kilter with the continental US. Try between six pm and midnight PDT, and your problems will be solved.
