Bates has always been that way. He told Anna once in season 1 that he'd never want someone to lose their job because of him. "Even Thomas?" she asked. "Even Thomas." He was willing to let Thomas get away with stealing when he had a chance to make sure he got caught. It makes me want to scream. I want to ask him how it's good to let his battlefield friend Robert be subjected to the risk of having a thief in the house and take away a job opportunity for some footman who is NOT a thief.

I actually could understand his sympathy with Thomas better this time, because he saw Thomas looking so pathetic and completely destroyed. But he should have known what might have happened, knowing Downton. Thomas would not only be forgiven, he would be promoted.
