Like many viewers I have a hard time hearing what is being whispered at the prison, but my take on it is that one of the guards has some sort of a racket going on with Bates's old cellmate. Bates didn't turn a blind eye, and so was seen as a threat to them, hence the animosity between Bates and his former cellmate, and the reason the guard was out to make Bates's life hard. It's not clear that Bates really knows what the guard and the prisoner are colluding about, but they think he knows and are trying to silence him.

In the last episode, the guard did overhear Bates and his lawyer and communicated to his prisoner cohort that he will sabotage the lawyer's efforts to get the witness to give the testimony Anna and Bates and the lawyer want her to.
