Since Crowe really can't sing his break down effectively, I thought the moment with Gavoroche was the filmaker's way of showing the crack in his armor. It happened after Valjean spared him, which was the cause of the crack. Crowe is pretty clearly not stable at that moment, and I think it is a way to lead up to the final "night is closing in" song. I actually thought it was the most effective moment with Crowe in the movie. The man can act generally-- he just doesn't emote through the music so well.

I can see why the moment would annoy you though-- especially if the casual viewer did not put Javert's momentum into suicide beginning with Valjean not living up to his expectations of a thief and rather with feeling bad about the kid dying. I'd be curious to see how someone took that moment who had not read the book and/or seen the stage play, oh, let's say... a few times.
