Yes, Col. Brandon is certainly romantic, but he is also deeply concerned when the Ferrars´are treating Edward in such a horrendous manner. He also doesn´t truly believe it possible to marry on such a living as Delaford.

Being in love with Marianne, and a friend of Elinor´s is IMHO enough motive for him to interfere in the affair, to make him believe he is close enough to Edward to make the offer. If he knew the truth he would still admire Edward because he (Edward) acts in such an honourable way.
