I think that JD probably spent very little time with his Step-Mother and as Elinor as the eldest half-sister is only 19 in S&S, he is a fair bit older and so doesn't really know the girls.

He must have married fairly young and lived with his wife somewhere not too near Norland!! although one does wonder why they have only one small child.....!!!!
