Well, Austin is vague enough that we're left with mere speculation. I've never had the impression that the Ferrars were landed in the way the Dashwoods were - Fanny, after all, was quite keen to show off Norland to her family as if she'd finally "arrived".
As for annuities, it's Fanny who persuades John Dashwood from giving his stepmother an annuity whereas I can't imagine coarse, low born Mrs. Jennings not giving annuities or legacies to her faithful servants when she dies.
Still, speculation is all part of the fun, isn't it?
