Where does it say that Maria Lucas was only 15 or 16? Charlotte the eldest daughter was 27 and Maria was the second eldest daughter. The Lucases were a large family. It was Maria's younger sisters who were not yet out.
I don't think Georgina was out at 15. An "establishment" being formed for her, with a supposedly respectable woman to preside over it, simply meant that she had left school. In S&S, Col Brandon's ward also left school at 15 and joined an establishment under a respectable woman with a few other girls. The establishment under a respectable woman was probably meant to coach the girls in social graces to prepare for them being out. Georgina, being an heiress, could have one all to herself, while Col Brandon's ward shared with a few other girls -- perhaps it was the norm for motherless girls whose guardians did not have a wife to have such an "establishment" to prepare for coming out?
