As Maria is only 15 or 16, I've never read that as excluding her.
I know Jane Bennet had sonnets addressed to her at 15 by a gentleman but thought he'd met her at her uncle's house in town.
If I recall correctly, not being 'out' meant a young woman did not go to private parties at houses of other people and was meant to conduct herself with more decorum, like wear closer bonnets and wasn't supposed to get married before an older sister. I've got to run now but you may have a point. Mary Crawford was unsure if Fanny Price was out or not out !
