|Need for a chaperone

In one message the poster says that Elizabeth (age 20) and Jane (age 22) were old enough not to require a chaperone. I have to disagree, but is there some age (or situation) at which a chaperone is not required? What about spinsters, for example?
Also, another poster on the same board indicates that the role of a chaperone is strictly a woman's job. Why couldn't a father be a chaperone? What would a father do if he were a widower and had daughters who were "out?" Would he have to find a female chaperone?
