I think, Anne is kind of "asleep" - she can get seldom from home, while her father and sister go to London, and has little intercourse: Lady Russell, no and then she is at Mary´s, so her potential lies sleeping, and she is silently unhappy. And the Frederick-topic keeps hanging on her mind. Now, things come in motion - she sees Frederick again, after so many years, and even if he gets married, she can get on. And, as you said, they start kind of "making peace", he begins to treat her nice again. So, she begins to be more alive again.
