Are you new?

Hi I'm new here.. but I was wondering if anyone knew why the narration would switch to quotes with characters referring to themselves in third person? What is the significance of this?

In chapter 20, at the concert viewing, Captain Wentworth has to leave suddenly:

...in a reserved yet hurried sort of farewell.
"He must wish her good night. He was going-he should get home as fast as he could."

Is there a reason for the quotation marks?
