I think you have misunderstood. ;-) The clandestine correspondance people are speculating on is with Eleanor's unnamed suitor:

"Her partiality for this gentleman was not of recent origin; and he had been long withheld only by inferiority of situation from addressing her. His unexpected accession to title and fortune had removed all his difficulties..."

So Eleanor and this man have been in love for some time, but he was not rich or elevated enough for the General. Only after his accension to the title of Viscount, does the General approve of the match.
