Although I don't think Henry would lecture Frederick, I get the exact opposite impression. I think they are very close indeed. I think Henry is indulging himself at the expense of others and is enjoying very much watching his brother's interactions with Isabella.
] Catherine feels she knows her brother, what he is feeling, how he thinks, and believes it must be so for the Tilneys. "...you must know your brother's heart." Henry responds with "My brother's heart, as you term it, on the present occasion, I assure you I can only guess at."
Yes, Henry learns more about Catherine during this exchange than Catherine learns about Frederick.
