If they met often at a coffeehouse, perhaps they are friends? Or is this just another case of John's compulsive exaggeration? Maybe he had seen the General there, maybe even been introduced, but is not the familiar friend he makes himself out to be. I tend toward the latter interpretation. John hasn't told the truth about anything of social importance yet; why start with this?
