Getting into a discussion about civil unrest, the use of the military or militia to quell disturbances, or the details of specific regimental histories is more of an L&T topic. (If you want to move the discussion over there, feel free.)

There were many Regular and Yeomanry (Volunteer) cavalry units she might have picked that were involved in supressing riots. She seemed to prefer to base characters and events upon real things and expand from there.

What I'm getting at is: it isn't so much that JA had a particular Regiment in mind, but naming it doesn't fit her usual pattern. She isn't a frequent "namedropper" in her works. She could have drew its number out a hat as much as having a definite reason for selecting it. It's that she *does not* do this on a regular basis that makes it a puzzle for me.
