Mr. Burchell, or Sir William Thornhill rather reminds me of Vincentio, the Duke in Measure for Measure. Both have a great deal of temporal power, disguise themselves in an attempt to discover the true nature of their 'subjects' and allow a great deal of misery to occur that they could have prevented.
