I think #1 was intended, but PeggyC is right that Written by Meg in Calif. (5/3/2005 2:54 a.m.) in consequence of the missive, I think it means..., penned by Reeba

#2 is a possible reading. To see it, you have to apply the word "want" twice. The village is wanting (lacking) a parson-wanting-pride, young-men-wanting-wives, etc.
