Vicar Primrose may've been at Oxford himself. This may have allowed his eldest son George to be enrolled as an undergraduate without any fees.
When a genteel family was reduced to penury after knowing plenty, this scholarship for a son may indeed have been useful to enable a son acquire education and a profession.
By 'learned professions' I guess Vicar Primrose hopes his son would be a lecturer, author or a clergyman. Some scholarly, respectable profession.
