I always thought that Miss Grey would have been delaying in order to tie the money up to keep Mr. Willoughby on a short leash. The settlements protecting her from his overspending could easily have stopped him from wanting an emotional breach with the woman to whom he was now tied to for life.

Speculation, of course. But there are signs that Miss Grey was not blind to Willoughby's faults, nor so attached to him as to put up with them when she had an opportunity to curtail his most obvious ones.
