Are you new?

When Mrs. Dashwood tells Willoughby that he will be welcome at their cottage in ch. 15, it is obvious from context that what she means when she says: Can you wait for an invitation here? But, I have never heard it in any other context, and I can not quite parse the meaning out in words.

What would be a common translation of it today? Does anyone know?
