It might be still a letter, where Elinor tells Mrs Dashwood the whole Willougby and ELiz's seduction story. She'd write soemthing like "Dear Mama, Col B came today and told me this terrible story about Willoughby..etc." and relate the whole thing. I agree that it seems to me that the very long speeches are a relic of the epistolary version.
