It's likely that the woman who ran the establishment where Eliza stayed also believed Colonel Brandon to be her father. Why else would he be making arrangements for her and paying for her? (It's like Harriet Smith's arrangement in Emma) And since Eliza is related to Brandon, there may even be some family resemblance between them.
