Lucy is so devious that she could have done this:


She hears 'Barton Cottage'from Edward and finds out about 'Barton Park'from someone. Then she finds out who some relatives of the Barton family are and invents a connection. If you aren't ashamed to 'winkle' things out of servants, you can find out enough to create quite a story about distant cousins.
It's true that they could have really been cousins, but I don't think Mrs. Jennings meeting the Steele sisters is a coincidence at all. Lucy arranged it, IMO.
