To me Sir John seems the opposite of a person of sensibility. I am not suggesting he has no heart but that he has no sensibility as it is demonstrated by Marianne. I think he is a good humored, kind and moral man. He is generous and more than willing to do what is right by others—as his actions towards the Dashwoods make clear. He is not a stellar intellect but his actions and decisions do make sense. Why do you feel he is a man ruled more by sensibility than by sense?
