Willoughby does have strong natural sensibility. Author Austen describes Marianne's influence on him as exacerbating his own tendencies.

...[Willoughby] joined not only a captivating person, but a natural ardour of mind, which was now roused and increased by the example of [Marianne's] own... (Ch. 10)

He is certainly feeding the flames, as it were, of a fire already burning.
