I believe his not keeping the promise to his father does speak to what his true character is like but we also have to think about HOW he finally came to the decision to not do anything.

Yes, it does show that he's a bit selfish but he was greatly helped along by his extremely selfish wife. He did originally intend (so he said to Fanny) to give them some money and she gradually talked him down to nothing.

So besides showing that he can be selfish it also shows that he's extremely weak.
