Interesting question...

Perhaps Edward's 'non-presence' and lack of character development in the early chapters is a deliberate attempt to evoke in the reader's mind his diffident, unobtrusive character.

If we had heard him express his opinions or observed his interactions more closely, we might have an impression of him which was more vivid than he would seem in real life.

As it is, he is quiet, shy and unobtrusive, so we don't get to hear him or notice him in the text.
