Let's say it was one month before she met W. If she had met him 2 months before she DID meet him, then what W did would be called, in the US, statutory rape, regardless of whether or not she was willing. (Someone please correct me if I'm wrong; I'm not a lawyer.) In S&S, Eliza was a 16-year-old, sheltered, fatherless girl, and W was probably a 24-year-old practiced libertine. And THAT's why it was not Eliza's fault.
