I don't think he's really saying here that he's drunk - I've always read this as him saying he wasn't drunk - she asks about it and facetiously he says yes and then shows why he can't be (he only drank a small amount hours ago).

The rest of your reading of his "explanation" was very interesting and makes complete sense with how I read the passage as well.
