Twice he has spoken of whether men 'deserve' someone. When he thought Willoughby was engaged to Marianne, he hoped that Willoughby might endeavour to deserve her. When he told Elinor of his brother and Eliza, he said that his brother did not deserve her.

Perhaps he feels that young man who is 'deserving' would only be with a young woman who is worth deserving. This is also ironic. It seems the dear colonel hasn't considered the possiblility that in this case, she might not deserve him.
