I think you are right (but invite correction if I am mistaken). The age of consent for statutory rape purposes in England was raised from 12 to 16 in 1885, the endpoint of an especially legislatively active period beginning about 1860, addressing regulation of sexual and reproductive behavior. See, for example, John Hostettler,A History of Criminal Justice in England and Wales (at 173):

"An important landmark in the law of rape came with the Criminal Law Amendment Act of 1885 which was intended to protect women and girls and suppress brothels. Prior to the act the age of consent had been 12 and it was a felony to have consensual sex with a girl under ten, and, as above, a misdemeanor with a girl between ten and 12."
