Lydia was expecting to get married.

And I believe that is the impression Willoughby must have given Eliza, considering how he gave the impression of being engaged to Marianne.
The promise to come back seems like he gave some such impression to Eliza.
He gives the impression of something without actually wording it.

Now if that's not a very clever predatory act I don't know what is.
