Harriet Smith wasn't brought to her father's home - she was sent to a decent school and left there in the hopes someoen would ask to marry her. That's basically what Mrs. Jennings was saying - except she was thinking she should be taught to do something useful (apprenticeships were for jobs after all). I don't think it's that different from Harriet or that it's harsh. A lot of girls who became maids ended up marrying one of the men who were also on staff.
