Elinor is ready to forgive him for continuing at Norland after he fell in love with Elinor, and I don't think she should do so. Not only was he feeling an affection that he would not be able to act on, he was risking Elinor's heart as well.

Regardless of how/why he became engaged to Lucy, it's his treatment of Elinor that I find not easy to forgive. Elinor forgives him without any explanation from him, in the same way that Marianne is ready to blame anybody except Willoughby for that breach.
