Lucy herself says "my sister and me was often staying with my uncle". She wouldn't say 'often staying with' if they actually lived with him. It is probable they spent a great deal of time there. A houseful of young men who were probably gentlemen's sons or sons of wealthy men would be a great place to have your young, single daughter frequently visit.

When Edward came to see them just before going to Barton cottage, it is more likely he would visit Lucy at her uncle's than at her own home, as he has an excuse to be at Mr. Pratt's but none to be at the Steele home if their engagement is secret.
