Steel could also help explain Lucy's origin which could be either Scottish or English.

These names were found in Ayrshire, Berwickshire and Dumfrieshire in Scotland, and Northumberland, Westmorland and Shropshire in England.

In combination with the reference to 'eyes' I think the name would surely suit the (steely) determination that seems to be present in her desire to get what she's aiming for.
