She has people smarts. And she definitely knows that Edward is attracted to Elinor. There is no other logical explanation of why she told Elinor that Edward is spoken for.

Her conversations w/ Elinor make it clear that she intends to (1) warn Elinor away from Edward, (2) determine whether Elinor has any reciprocal feelings for Edwward, and if so, use her own engagement to punish Elinor, and (3) get information from Elinor about Edward's family (including the John Dashwoods, I think).

Yes, Elinor is very capable, and she is certainly better educated (& more refined) than Lucy. But I'm not sure that Elinor is naturally any more intelligent -- and Lucy is definitely more calculating, more manipulative.
