I find this part of the story less clear-cut.

There are at least two sufficient explanations for Lucy's coming to Barton. One is as you mentioned, that Elinor is a target. Another explanation is that the Misses Steele like getting invited about and ingratiating themselves to people, and once Edward finished his visit at Longstaple, they returned to doing their 'Lifestyles of the Rich and Titled' thing. (Ch22: her attentions, her assiduities, her flatteries at the Park)

If Edward's intelligent enough to keep his hair ring out of the Dashwoods' sight (if not honour-bound to wear it), it's odd that he should talk at length about Elinor to Lucy! If he did stir up Lucy's suspicions, perhaps all he did was to say Elinor's name once, with a hint of a reverent tone in his voice. Or perhaps Lucy gave him an amiable grilling about all the social circles he'd been moving in.
