I think I agree with this. I suppose it is down to JA's relative inexperience at the time... the "plot" requires for Elinor to see the ring and wonder whose hair it is....but it is implausible. It seems unlikely that Edward would be keen to wear a ring with Fanny's hair in it. And if it is Lucy's, given that he's not really all that keen on marrying her and their engagement is a secret, why would he keep on wearing the ring when she is not around to make sure that he does? Surely even if she "compelled" him to wear it when he is with her, he would take it off when he gets out of her reach? And I agree that it seems a bit "off" that Elinor should think it is HER hair? Would someone as gentlemanly as Edward have bribed a servant to get some of El's hair? How would say a maid have done it anyway, cut off a lock while Elinor was asleep?
