In Chapter 12, it says that the Whitwell grounds

grounds were declared to be highly beautiful, and Sir John, who was particularly warm in their praise, might be allowed to be a tolerable judge, for he had formed parties to visit them, at least, twice every summer for the last ten years. [emphasis mine]

Sir John either knew Col Brandon during the entire ten years he had formed parties to visit Whitwell, OR he could have met him on one of those parties. So, 10 years would be a possible minimum time for them to have known each other.
